Sending checks to individual Americans may have its role, writes Jeffrey Sachs, but it is secondary to sending money directly to front-line governors and mayors to gird the hospitals, clinics, and other health facilities that will face an onslaught of patients in need of urgent care, and provide massive training for workers, as well as a host of services for the elderly and others afflicted.
